Driving digital transformation: EIPA and EIT Digital collaborate to empower public administrations

In an era where digital transformation is reshaping industries and public services across Europe, European Institute of Public Administration (EIPA) and EIT Digital joined forces to host an insightful event focused on accelerating the digital transformation of public administrations.

The event, held in Maastricht, brought together leaders from across sectors to explore how innovation, technology, and strategic partnerships can enhance the efficiency and resilience of governments. The discussions built up to the signing of a collaboration agreement between EIPA and EIT Digital, solidifying their shared commitment to enhancing digital competencies and fostering lifelong learning in public administrations.

Setting the stage for public sector innovation

The collaboration between EIPA, the European Institute of Public Administration, and EIT Digital, a leading innovation and education organisation, underscored the importance of bridging the gap between policy and digital innovation. As Mr. Normunds Popens, Deputy Director-General at the European Commission’s DG EAC, highlighted:

"President von der Leyen has placed skills at the heart of her priorities, emphasizing the creation of a Union of Skills to support Europe’s future. The European Digital Skills Academy is a key initiative in this effort, ensuring that citizens are equipped with the necessary digital competencies to navigate the twin transitions. By fostering collaboration between business, innovation, and public authorities, we can build a robust framework for lifelong learning and digital education. We are in Maastricht to celebrate the collaboration between EIPA and EIT Digital to focus on exactly that."

With the European Union prioritising digital transformation through initiatives such as the Digital Decade and the New European Innovation Agenda, public administrations play a critical role in driving and implementing these changes.

  • Martijn Pluim, Programme Director at EIPA, who shared insights into how educational institutions are contributing to the upskilling of public administration professionals to meet the challenges of digitalization pulling examples from EIPA’s European Public Sector Awards.
  • Natalia Aristimuno-Perez, Director at the European Commission DIGIT, who highlighted the European Commission’s ongoing efforts to drive digital transformation within the EU’s institutions, emphasizing the need for interoperability and collaboration across sectors.
  • Kjartan Björnsson, a senior official from DG REFORM at the European Commission, who discussed the role of public sector reforms and digital tools in ensuring more efficient governance and policy implementation.
  • Kieran McCarthy, Member of the European Committee of the Regions who addressed the importance of regional perspectives in driving digital transformation and fostering innovation at the local level.
  • Arne Schönbohm, President of the German Federal Academy of Public Administration, who shared his point of view and initiatives to improve public services and enhance government efficiency in Germany and across Europe.
  • Aidan Finn and Maria Cupido, representatives from EIT Digital equity portfolio Binarii Labs who presented cutting-edge GovTech innovations and emphasized the value of public-private partnerships in driving meaningful digital reforms.

Upskilling and digital innovation for the future

The discussions explored key themes such as:

  • Upskilling public administrators: With public services becoming increasingly digitised, there is a growing demand for upskilling personnel in new technologies, from AI to data analytics. This is not only crucial for improving service delivery but also for maintaining public trust in digital initiatives.
  • GovTech case studies: Practical examples of how governments are leveraging technology to improve processes, services, and decision-making were shared. These case studies highlighted the success of public-private partnerships in driving innovation.
  • Collaboration between sectors: The event emphasized the importance of cross-sector collaboration in fostering digital transformation. Educational institutions, public bodies, and private enterprises must work together to create a digital future that is inclusive, efficient, and secure.
